Tennessee’s had permitless carry since 2021, and Cory Booker’s S. 3544 would require a federal license just to own a gun. Every license holder would be enrolled in Rap Back, the FBI’s fingerprint monitoring system, and each license covers one gun and expires after five years. Sen. Marsha Blackburn sits on the Senate Judiciary Committee, where the bill’s been sitting since last December.

Tennessee’s had permitless carry since 2021. Cory Booker’s response to states like ours? A federal license just to own a gun.
It’s called the Federal Firearm Licensing Act, S. 3544, and Booker’s selling it like a driver’s license for guns. Under the bill as written, it’d be unlawful for you to purchase, receive, or even possess a firearm without a federal license. Seven Senate Democrats signed on, including Elizabeth Warren and Adam Schiff.
I read the bill. Here’s what buying your next gun would look like.
Your next gun under S. 3544
Apply
Fingerprints, proof of ID, a background investigation, plus the make, model and serial number of the gun and who’s selling it.
Test
A written test on gun laws and a hands-on firing test to show “sufficient accuracy.”
Wait
Up to 30 days for the attorney general to decide. Local officials get notice and can argue you’re a danger.
Buy
One gun. You have 30 days. The seller reports the sale to the attorney general within three business days.
Five years later
The license expires. Renewing means meeting the requirements again.
The parts Booker doesn’t put in his press releases
The attorney general can deny you based on a prior arrest that never led to a conviction, a “history of unsafe storage,” or a “recent acquisition of firearms, ammunition.” Every license holder gets enrolled in Rap Back, the FBI’s fingerprint monitoring system. And if your license is revoked, the bill requires procedures to make sure your guns are removed.
Private sales? They’d have to go through a licensed dealer. Want a second gun? That’s a second license.
A driver’s license is for a privilege. Your gun rights aren’t one.
Marsha Blackburn is in the room
S. 3544 has been sitting in the Senate Judiciary Committee since last December, and Sen. Marsha Blackburn sits on that committee. I want her, Sen. Bill Hagerty and your congressman hearing from Tennessee gun owners that the answer is hell no.
Republicans run the Senate today, so nobody’s calling a vote on this next week. But that might change after November, and the Left NEVER gives up on bills like this. They park them, add cosponsors and wait. Getting our delegation on the record now makes it a lot harder for anyone to waffle later.

Already signed? Thank you. Send this to one gun owner you know who hasn’t.

P.S. Booker calls it a driver’s license for guns. I call it a permission slip for a right. Tell Blackburn, Hagerty and your congressman to vote hell no.
