Here’s what actually happened for gun owners this week:
The General Assembly in Nashville is not in session, so the news is federal, and the date that matters is October 5. That’s the government’s deadline to appeal the Texas ruling that barred enforcement of the National Firearms Act’s registration and transfer rules for suppressors, short-barreled rifles, and short-barreled shotguns against the plaintiffs and their members and customers. CBS reported the White House told DOJ not to appeal. If 10/05 passes with no filing, they don’t get that appeal back.
Tennessee was not a plaintiff state. SilencerCo still lists us among the states where a qualifying customer can buy a new SilencerCo can from a participating dealer on a Form 4473 instead of a Form 4, and the company also says that is not legal advice, some dealers are waiting, and keep it in the state where you bought it until the interstate question is answered. Closer to a real change at some counters is not the same thing as a statewide permission slip.
DOJ’s under-21 handgun window is still open as a federal opinion, and ATF is still reviewing what it means day to day. There is no final settlement, Congress left the statute on the books, and Tennessee’s own carry age line does not move because a memo said the federal dealer ban is unconstitutional. The Fifth Circuit’s Elite Precision crack in interstate handgun sales is real, the mandate has not issued, and that circuit is not ours.
The carry cleanup that would have repealed the old “intent to go armed” offense was deferred to 2027. Nobody is coming back this fall to finish it. Don’t celebrate like the work is finished.
